Details Of The Telecommuting Subsidy Grants To Counter COVID-19

Government related grants which helps cover the set-up costs of working from home.


The following are details currently available on teleworking related subsidies from the Japanese government agencies. We will update as new information and subsidies become available.

1. Tokyo Foundation for Employment Services (Tokyo-based business only, deadline May 12th)


As a measure to prevent the spread of new coronavirus infectious diseases and business continuity measures for companies in this emergency, the Tokyo Foundation for Employment Services will provide equipment and software necessary for the introduction of telework to medium and small-sized businesses in Tokyo.


Businesses that our eligible for subsidies

Small and medium-sized enterprises. With between 2 and 999 workers who are constantly employed and have their headquarters or offices in Tokyo

Implementation period covered by the subsidy

Efforts that are completed by June 30, 2019 are covered.


Subsidized expenses

  1. Equipment purchase costs (eg PC, tablet, VPN router)

  2. Equipment installation / setting costs (Example: VPN router equipment installation / setting costs)

  3. Outsourcing fees for maintenance outsourcing (eg equipment maintenance costs)

  4. Operation support costs for installation of installed equipment (Example: costs for creating manuals for operating equipment installed)

  5. Equipment lease fees (eg lease fees for PCs, etc.)

  6. Cloud service tool usage fees (eg communication tool usage fees)

Maximum amount of subsidy: 2.5 million yen

2. METI telecommuting subsidy to counter COVID-19


This program subsidizes 50% of the expenses needed for SMEs to implement new telecommuting systems to counter COVID-19 (up to JPY 1 million per company).

However, it does not cover the expenses for purchasing computers, tablets, or smartphones.


Grant requirements

An entity must introduce a new telecommuting system between February 17 and May 31, 2020, and at least one employee must actually use this system.


Initiatives eligible for grants

Applicants should have implemented at least one of the below initiatives related to implementing telecommuting. The subsidy covers the expenses needed for these initiatives.

1. Installing and operating telecom devices for telecommuting (*) (Examples) ・ VPN devices ・ Web conferencing devices ・ Devices and software for remotely operating corporate computers ・ Introducing maintenance support ・ Introducing cloud services ・ Paying usage fees for satellite offices *The cost of purchasing computers, tablets, and smartphones is not covered.


2. Creating and modifying employee handbooks or labor-management agreements

(Examples) Incorporating provisions related to telecommuting


3. Training for labor supervisorsTraining, promotion, and education for employees


4. Consulting with outside experts (including licensed social insurance consultants)


Grant amount

This program subsidizes the following eligible expenses of those needed to implement initiatives eligible for this grant:

Rewards, travel expenses, rental fees, meeting expenses, general administrative expenses, printing/bookbinding expenses, fittings and appliance costs, purchase expenses for machinery and devices, and contracting fees

Subsidy amountTotal eligible expenses x 1/2 (up to JPY 1 million)


Deadline: An entity must introduce a new telecommuting system between February 17 and May 31, 2020.
